PHASE I & PHASE II ESA - BEA

ASTI staff worked with the Grand Rapids City Housing Commission to secure financing through the Michigan State Housing Commission and Development Authority (MSHDA). The project received MSHDA funding and the property is currently used for assisted living.

The assessment was conducted in accordance with the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E 1527-00) and MSHDA guidelines.  The assessment was conducted to identify recognized environmental conditions associated with the historical uses of the Property, current site operations, and the condition of surrounding properties.

The Phase II investigation centered on areas uncovered by the Phase I as recognized environmental conditions and/or area(s) where historical operations have taken place.  Borings were completed to determine site lithology and to collect samples for analysis of hazardous substances from past property usage.

The BEA and Section 7a Compliance analysis was conduct pursuant to Section 20126(1)(c) and submitted for determination pursuant to Section 20129a of Part 201 of the Michigan Natural Resources and Environmental Protection Act, Public Act 451 of 1994, as amended (Part 201) and Part 9 Rules promulgated under Section 26(8) and follows the Instruction for Preparing and Disclosing Baseline Environmental Assessments and Section 7a Compliance Analyses to the Michigan Department of Environmental Quality and for Requesting Optional Determinations – Effective Date: March 11, 1999.  The project received an affirmed determination for the baseline environmental assessment.
